Electric Light switching problem....

Moved into a new house [not brand new!] and the hallway light switch has two switches on. One for downstairs hall light and the other i presure for the landing light. Now if upstairs switch is off, the switch in the hallway wont turn upstairs on. Is the wiring not correct?
In my old house, same set up, but if you were downstairs you could turn on upstairs, and if u were upstairs u could turn it on too.

If 2 it is 2 way switch then it sounds like it is wired up wrong. If upstairs is on can downstairs switch it off? Have a look behind the switch plate, there should be five wires at one and three at the other switch. This may help too. Make sure you switch off the electrics before you go prodding your fingers in there though! :eek:0
