Need advice about Basin Waste

Hi All,

I need help about basin waste. I bought house few days ago and want to change the tab into mono basin tap. I am still confuse. Why have little waste pipe from down come into waste basin and so high?.
Can I cut it? so my mono basin tap pipe can fit into my new basin.

Please I need help asap.

    What does the small pipe connect to the other side of the wall?
    It looks like the small pipe is raised higher than the maximum water level in the sink to prevent back flow from the sink.
