There's a Premier Inn on the westbound service area and on the hotel's website, it says that there is access from the eastbound carriageway.
I'd give the hotel a quick call and ask them how you can obtain barrier fobs.

Why on Earth would anyone want to deliberately drive along the M25 to Clacket Lane to turn round and come back again ?

Is the food that good there ??

There is a service road that runs over the motorway with a barrier both ends. you would have to be staying at the hotel, you press the intercom and give them the name you are booked in, and they raise the barrier to let you over, i assume that is why you are asking.
The common law of business balance prohibits paying a little and getting a lot. If you deal with the lowest bidder, it is well to add something for the risk you run, and if you do that you will have enough to pay for something better.
