Windows Installer Disappeared !

Hi, I have a dell laptop with Vista. I have previously loaded new software with no probs, but recently tried to download Skype and got the following error" The Windows Installer Service could not be accessed.". This has happened again when trying to download updated version of Adobe. Ive googled and can only find out how to remidy this for XP, so am rather stuck and being not techie minded at all, wondered if any clever person knows the answer.
