Mailshots & Invoices- how to get cheapest postage?

My business has a mailshot planned for the next couple of weeks- approx 100-200 letters will be be sent with a standard second class stamp. We also send out about 100-200 regular invoices per month and we're looking into how to make our postage as cheap as possible. For the amount that we send, franking machines would almost certainly be impractical.
I seem to recall seeing some posts on here previously (although searching has turned up nothing, so I may have dreamed it!) about businesses that can supply bulk lots of stamps for cheaper than face value. Does anyone have any more info on this?
Also, people have mentioned that they use pre-franked envelopes from Royal Mail. Can you buy these from anywhere else that might be cheaper? Do people find they work out cheaper once you factor in the price of the envelopes or are they mainly an asset for time-saving rather than cost-saving?
Any other suggestions would be appreciated!
