You could be thinking of the Barclays additions plus account, this is on a promotion until the 30th October for new customers.
Briefly pay in £1000 per month for 10 months and get the £12 monthly fee refunded after 10 months. Has travel insurance and gives interest free overdraft for 10 months.
You could open as additional account and close after you have to pay the £12 yourself, as other banks offer accounts which charge less and include travel insurance.
