Travel Insurance Vs Medicare (Oz)

Just trying to find some travel insurance for a trip to Oz and one of the policies specifies you have to join up to the Australian Medicare system (their version of the NHS) to get covered. Last time I did this it took most of a day, do all policies include this?
Seems a bit of an unknown thing for the un-initiated?

I've been to Australia a few times, the most recent being Nov/Dec 07. Joining Medicare has never been a condition of any travel insurance policy I've used.0

Maybe it's a new thing, but have now looked through a number of policy wordings and they all have it. Some are more helpful than others (eg giving links to the medicare website or indicating that a UK passport presented at a hospital should be enough to get you signed up then and there..)0
