Generate Voice files

Hi everybody. Looking for an effecient and easy way to computer-generate clear voice commands (particularly in OGG format but any other would do as I can convert them) for use on my GPS. Anyone with recommendations to a decent piece of software to achieve this task. Help would be much appreciated. Thanks.
Do I want it? ......Do I need it? ......What would happen if I don't buy it??????

    Many thanks Mr Skint for the rapid reply. Actually Audacitiy is what I am using to edit all my audio files but what I was after is like something that would convert a piece of text or certain typed phrases into clear computer-generated spoken voice. Thank you for your help. :rolleyes:

    Mmmm So a Text to Voice application then in OGG Format.....

    Maybe do a Google for OGG Text to Voice....

    Ive never used anything like that, the missus writes the shopping list for me.. :)
