Joint JSA Claim

hello,
I am a 59 year old man that used to be on income support and now have been told to apply for JSA. i've now done this and have already 'signed on' twice and since then still haven't recived any payments. i have now rung the job center to ask why i haven't got any payments and i have now been told its because my wife (shes 54) also needs to sign on. is this correct? as she is my dependant i thought that only i would need to sign on. I was aware that if you were born after 1957 both would need to sign on. has this been changed or are the ever so helpful people in job center trying to pull a fast one?
