Motability - deals on new cars?

Hi all, wonder if anyone can help with a query.
My parents are considering getting a motabilty car, and tried to negotiate on the price/or get mats thrown in/ or anything extra but were met with a straight NO! And told as it was a motability vehicle 'NO OFFERS/DEALS' were allowed..............any ideas of ways around this or is this the case in your experience?
