Less water pressure with modern mixer taps

I have just had a new bathroom installed and have a bath filler "mixer tap" on the bath. This has two taps with a single water outlet. The taps each turn through 45 degrees to open and close but there does not seem to be any variation in the water pressure, it is either on or off. This is a nuisance on the cold water tap as I used to turn it full on after a bath to use the increased pressure to clean the bath.

Now I can only turn the taps on or off and the water only goes "up or down". I cannot increase the pressure by turning the tap on more. Is this normal with modern mixer taps? (It is the same on the washbasin where I also have a mixer tap.) Should I get the plumber back or can anyone recommend an alternative mixer? (I had a lot of trouble sourcing the taps, taps seem to be in short supply at present.)
