Paypal not verifying, U.S. seller waiting, what to do?

Just wondered if anyone has any ideas what to do next.....

I bought something on ebay (from U.S.) but now I am upon my annual spending limit so that paypal would not allow the payment to proceed. At the time I tried to pay, the option to link and confirm my credit card came up and promised that it would allow my limits to be lifted. Here is a paste of the email that explained the process:

Your card has been linked to your PayPal account - now you just need to confirm it. Here's how:


Your card ending in xxxx has been charged 1.00 GBP on xx Jul. 2008.
Check your card statement in 2-3 days and find the four-digit PayPal code for the charge.
Return to PayPal and enter the four-digit code to confirm your credit card.
The charge will be refunded to your PayPal account after you confirm your card. When you confirm your card, your Sending, Receiving and Withdrawal limits will be lifted and you will be a Verified member.
If you access your card statement online, you will see the number in two to three working days. If you don't have online access to your statement, please wait for your printed statement to arrive by post.

Well I carried out the process, while the seller is still waiting, but my account is still not verified. I have emailed support and they are trying to say that I need to link my bank account, which would take at least another week and my seller is waiting to be paid. Although this is not the point.

The point is they lead me to believe that to link my credit card was all I needed to do, and I think they should deliver as promised. It really grates that they meddled with my credit card account on what may become false pretences. I know that generally, it says that you need to verify by adding a bank account. But this doesn't mean that I cannot take another option if it is offered to me. And they offered me this option of Linking and confirming my credit card.

Some of you may say that I should just link my bank account and be done. But I don't want to Link my bank account for several reasons:

1. They did not ask me to link my bank account, they asked me to link and confirm my credit card to get verified. I have done this.
2. I do not trust them! Paypal has not verified me as promised, so why should I trust them with my bank details now?
3. I will only ever use my credit card through Paypal as its the safest option.

I'm waiting for a reply to my third email, which is taking a little longer than the last 2.

If I cannot clear things up with paypal, how else could I get the money to the US seller, safely? They only list paypal as an option. I have notified the seller that there is a problem using paypal but they are quiet about it all, and have offered no alternative as yet.

I think you need to make a decision between sticking to your principles, and paying your seller.

In a nutshell, you are right.

Principles are in front at the moment.

I am hoping that Paypal have principles and that they may come through. but I am not holding my breath!

As I expected, paypal are not willing to verify me unless I give them my bank account details. Which I am not going to do because their systems have proved to be untrustworthy. Their loss!

Its funny that the " system " that I encountered is so out of sync with their general policy of what they are telling me and they dont seem a bit concerned about it.
