What you need is UK Infodisc which costs a fortune and is used for marketing etc. ....you need someone who has access to that as part of their job.
Electoral details may still not be right up to date, and this also applies to the library and town hall copies too...the latter will have extra recent additions as an extra booklet. I'd reverse search it for you, but my UKInfo is waaay out of date now and all but useless.

Try https://www.pipl.com
it defaults to US so you will need to change the location but this is the best search tool I have found. Also facebook is a good way to find people!!!0 -

Can someone tell me if on 192.com you see the year as eg 2002 beside a name does this mean there aren't any further up to date details of them, have they ticked the box so no further details about their whereabouts can be displayed or do they still reside there? Many thanks..0

I have just looked at the website but they are asking £49.99 + VAT which makes it more expensive than 192.com. For the extra £20 what extra's do they offer that 192.com don't, please?0 -
I was recently searching for my father and I came across 3702, I quickly found him and all for free so i'd recommend this definitely.0
