Double Glazing probelm - help!

Just had thge last of our double glazing fitted, 3 windows and some french doors with 'side screens' as they call them, glass panels so it's french doors with a large window at each side anyway my problems are:
The french doors and 'side screens', where they are fitted gets battered by the weather and I pointed this out to the salesman, surveyor and fitter because we have had a problem of water seeping in under the doors / windows which isn't helped by the fact that the patio is 5 to 10mm higher that the floor inside, I was assured that an 'add on' to the bottom would alleviate this problem but in the driving rain that we had last week I would say that it's worse.
Secondly when I got up this morning and went to look out of one of the windows there was a film of what looked like condesation on the outside of the windows, all of them 3 windows and the french doors and side screens.
My question is two fold; 1. Am I ok to withhold payment of the balance, £1700, until these situations are rectified? 2. Has anyone any suggestions as to who to ask to come and give a second opinion on things as, even though I've used this DG company before I think that they will simply try and fob me off with ideas and botch this issue?
