You can do better than that, P'Boro to London Victoria inc tube KingsX-Vic, various prices from £16-£27:50 then Southern advance Vic-Chi for £3. I have checked this sat, 26th and the £3 fare is available on nearly all the services. For the £3 you HAVE to travel on the train you book, so allow a bit of time for delays etc.

Yes it will affect the price. At that time in the morning you will have to travel on an FCC train from Peterborough to London, and FCC do not offer advance purchase reductions.

A cheap day single is £19.90 and the Underground is £4. Buy on the day. A combined train/underground ticket is (inexplicably) more expensive. They are usually slightly cheaper.

The cheap tickets to Chichester have to be bought in advance and will only be valid on the train booked. http://ojp.nationalrail.co.uk/en/pj/jp will let you look up the fares and click through to a booking site to buy them. Not all the click throughs will show the cheap fares ('cannot fulfil your request') for some totally inexplicable reason. The National Express East coast one does work.

First Capital Connect - they operate the slower service to London. National Express operate the faster service - but the first train is considerably later as it has come from somewhere like Leeds. FCC start at Peterborough.

You can certainly buy on the day (for any rail trip) - but you will pay the full undiscounted fare.
