Pc Won't Switch Off!!

Hey everyone i don't mean to sound newbish because i do know quite a bit about computers (well obviously not enough). I was wondering if anyone can help me.
The problem is when i try to shutdown/switchoff my pc it just restarts. To switch it off i have to turn it off at the mains or the switch at the back of the PSU.
I have tried numerous things like changing the processor, power supply, i have checked the jumper settings i don't think it is the motherboard cos it did the same thing to my old motherboard as well. Spec's are here:
Intel Pentium 4 2.8GHz (Skt478)
MSI 865PE Neo2 - V Motherboard
2x 512MB Crucial Memory
120GB Hard Disk
AT X700 256Mb Graphics Card
Appreciate any help in getting this problem solved its driving me wild!!

At a guess its some sort of ACPI problem? IIRC it's the bit that lets you do power-off/reset operations from the OS.
What's your OS?
Does your bios have ACPI support?0 -

Have a look in BIOS/CMOS what the power on settings are, try changing them (ie change them to power on by keyboard or something) and see if that makes a difference.

I had a similar problem found out it was the latest zonealarm firewall update that had caused it, uninstalled the firewall and now the computer is fine.0
