please help!! item never arrived & paypal only refunded part.

hi, i have recently purchased a coat from ebay, item no;

I paid for the item as soon as i won it via paypal but have never heard form the seller, i have sent several emails & left several phone messages but no replies to any so i started a claim through paypal.

When i looked this morning to see how its going, i found this ;

We have completed our investigation of this case. We attempted to process a refund from the seller's account to your account. Unfortunately, the seller's account does not contain the funds necessary to cover this refund. We were able to recover £2.50 GBP. We have taken action against the seller and are working to recover the remainder of your refund. We will contact you when we have more information. No further action is required of you at this time.

So they have refunded me £2.50 when i am owed £17.50, What normally happens now?. do you think there is any chance of getting this extra back?i always thought i was covered through paypal against things like this but now im not sure.

Any advice will be extremely helpful,

According to the email you cut and pasted they are still trying to recover the remaining funds, so all is not lost yet.

However, your seller is mainly a buyer so although usually I would suggest that you would get the rest of the funds as soon as he sold something else as paypal would take those funds, in this case he has nothing else for sale so funds may never turn up.

If you paid by credit card through paypal then contact your CC company and see if they can help.
