cavity wall insulation

hi! i have been trying to sort out my parents electricity and gas by getting a capped rate as they pay a lot of money per year (£1500). However, i've just found out that if they wait til sept when my dad is 70, they will get free cavity wall insulation. do they go for a capped rate now when in fact their consumption should go down this winter or should they wait til sept? any ideas/opinions would be gratefully received!

If your dad is under 70 but he's on a pension and that's his main source of income then he should qualify for free cavity wall insulation.
