Help, I don't have a gas bill!

I have been living in my new build property for the last 15months and have never recieved a gas bill:j . Although this sounds great i am worried that eventually i will have a gas bill that i cannot afford, and more importantly at a time when the cost of each unit will be more expensive.
"So tirednewdad, why don't you just ask for one a pay it off, before it becomes a problem?- you simpleton!"
I have phoned, every existing gas supplier to see if we are a customer, but they all say no. I was told to ring the grid who supply the pipes and meters, and they say my house doesn't exist.
After talking with a few of the nieghbours, it appears that our entire new street of 42 houses does not exist and no-one has paid there gas bill- a few haven't had an electric bill either.
"Why don't you just phone and ask the original builders?"
The original builders have gone bust some months ago. I have tried to phone the administrators, but cannot get through. All letters have been ignored by the administrators.
"What next?"
We had a street meeting about it, where many of the street decided to ignore the problem and the other half said they would look into it. After a few months nothing has changed.
Someone in the street suggested the following important things.
1) The builder was resposable for paying the gas bills as they did not transfer it to us or give us any details (note; everyone is in dispute with the builders for unfinished work). Since it was them who have gone into administration, any gas bill will have to be taken up with them.
2) After a set amount of time, Is there a legal issue which may mean that we will not have to pay for the full amount of the gas bill?
The important stuff
I would really appreciate help with getting hold of who to pay my gas bill too. Any ideas?
Is the person who suggested about about not need ing to pay the full bills correct?

Do you have the same problem with your electricity bill?
If National Grid Transco say there is no MPRN allocated for your address (get them to check both house number and plot number) then no supplier has every registered the site, this may have been down to the developer if he got the meters fitted. You might want to also check the meter for an MPRN. Final if it appears you meter point doesn't exist just contact a supplier and ask to be registered and they will have to set up up again as if you are a new site.IT Consultant in the utilities industry specialising in the retail electricity market.

I had exactly the same thing when i got my new build and had a big bill to pay at the end of it!
What you should do is:-
1) Ask neighbours who their gas is with - The development company will have put the whole development with the same provider
2) Ring that provider and tell them that you believe you are their customer and what do you owe. They'll check and say you're not our customer.
3) Write a letter to that provider and say you believe you are their customer and what do you owe them? State that if you recieve no response telling you that you owe them anything within 28 days you will believe you owe them nothing for your gas. Again i wouldn't expect a response to this letter as they genuinely won't know that you're their customer. Send the letter by recorded/special delivery and keep copies/reciept number. You may want to send another letter saying that you'll make no payment in respect of your gas to that supplier as they've not responded.
4) Enjoy free gas!
My guess will be that your gas will be supplied by the same people who supply your electricity. It's easier for the developers that way.
I didn't do the written letter thing....wish i had. In the end i had to ring all sorts of places to get the information. I did manage to negotiate a 10% reduction in the bill though.
But you should make the effort to find out who is your supplier and once you've done that I think you've done your bit. If they don't know who's their customers are then thats their fault. I'd put money on it being the same as your neighbours tho....if they haven't switched.0
