bank charges

not sure if this has been mentioned in the past but ,when you get a bank charge and they send you the letter out telling you what date they will take the charge.but i dont see anywhere that says that you can go to your local branch and pay this fee.before hand .the thing in trying to hit on the head is that they are taking money out of your account without your authorization/consent.could this be classed as theft from your account?.
the thing is they havent asked for authorization have they!!!!!.
can any one spread any light on this.
there also not asking if you agree with this ,if not you have so many days or what ever to contact them .
