CCV Security Code and Changing Address

Hi,
I'm trying to take out a new mobile phone contract for my dad. But it rejected the card details when we ordered it online. The reason being was that my dad's bank had two words in the address spelt as one and the wrong postcode for his account.
We have now instructed the bank to correct the address and they have said it has now been done so. However, the website is still rejecting the card. My dad has a Visa Debit bank card. From my understaning the CCV is generated from the address. So I'm wondering does my dad needs a new bank card to get a new CCV code?

The CCV has nothing to do with the address but is a 3 digit random number.
The problem might be that the card now may have a security block on it because of the failed transaction (mobiles are one of the 'hottest' frauds) which will probably be cleared when he phones to query why the transaction was declined.
He needs to speak to the card services people at the bank not customer services.0 -
