Central Heating/Frozen pipes

Hi, my fiance and I have recently moved into a house with central heating, which I love because I hate the cold. We started off using the timer, so we had hot water and heating (if we needed it) three times a day. Then my fella (who has mental health issues and is more paranoid than usual) decided that he was concerned about the water pipes freezing and bursting. It happened in his old house to the boiler pipes and ruined some books. So he has decided to have the heating on ALL THE TIME, because that's what his mum and dad do. We turn the thermostat down to 10 degrees before bedtime. I now have the following problems:
It's only 10 degrees when it's time to get up in the morning, and I'm not a morning person anyway
I'm worried about an horrendous gas bill.
I would appreciate advice on protecting water pipes so that we can go back to timed heating, OR any other ideas

It is normaly only the heating pipes in loft and those under the ground floor that feeze,with the cold air circulating through the air vents,if the are properly lagged use 25mm wall thickness lagging not the cheap stuff.
Armaflex is the best,but expensive,but will be cheaper then leaving the heating on 24/7
The other opition is to have a programable room thermostat fitted,these can be set to bring the heating on at set times and different temps0 -
