Bizarre Haywire Scrolling Issue

I really, really hope someone can help with this:
This started as an intermittment problem this morning - whenever I scrolled to the bottom of a page (in any programme, including IE), the page would scroll itself back up to the top, and I couldn't stop it. By this evening, I couldn't scroll down at all (thank God I hadn't sold my old brick of a Toshiba yet, as it's going to save my livelihood tomorrow and until it can be sorted out...).
It's not a mouse problem - I've tried all possible permutations of wireless mouse, USB mouse, and touchpad. I've also tried updating drivers, rolling back drivers, system restore, and lord know else what.
I'm running Vista Home Basic (yes, I know...) on a Dell Inspiron 1525. It's only three months old...unfortunately, by the time I'd admitted defeat, Dell had gone to bed for the night. I'm not that happy with the laptop for other reasons I won't go into here - suffice to say it's nicknamed Mr Crashy.
Although no doubt there is someone on here that is an :A and might have a solution that means I won't have a sleepless night...although I can do a fair amount of my work tomorrow, there's a lot the Toshiba can't run, and I'm on a fairly tight deadline (not to mention budget).
Has anyone got any ideas?

Haven't tried safe mode - thanks for that suggestion! Did disable the touchpad, but made no difference. It's another Dell lemon, isn't it...? I'm the third I know of this week
Will do in the morning, but I am just about pulling chunks of hair our right now having started work at 6am this morning to meet this stupid deadline (and having now wasted six hours on Mr Crashy, I'm now looking at an all-nighter tomorrow...).

Tried a system restore earlier...I think I've ruled everything else out, although I will run through the whole lot again and give it another go in the morning, then make Dell sort it out. Hopefully...

Wide awake now having crashed myself (no pun intended). It doesn't do it in safe mode, so I'm a little happier (but not much) - I'll now run through a few things again and see if I can get it to behave (insofar as it ever does...).
