Why does this seller not offer paypal?

Why does this seller not offer paypal? I thought everyone had to now. They sell refurbished Dell computers and claim to be associated with the company.
dellfactoryoutlet they even say they do not accept paypal!
They are registered in Ireland so I wonder if this is a loophole?

That seller is the official Dell, and they are based in Ireland, however due to the volume of sales and back end "integration problems", they have been given special dispensation by eBay to not offer Paypal for the time being.

I remember seeing these exclusions discussed on the ebay forums and did wonder if ebay had shot themselves in the foot, but they seem a bit like Teflon and it all just bounces off them.
