Check your gas/leccy bills!!

Does anyone know how the annual unit/kwh charges are applied? I am with npower and have been told i have 4572kw allowance per year at 5.339p then balance at 2.317p for gas. Im assuming this 4572 is split per quarter ie 1143 at higher rate. My query is is this applied at this rate for winter as well as summer bills - as i have noticed that the level at which im charged the 2 rates varies - and if this is the case shouldnt the levels equate to 4572 over any 12 monthly period?? My levels dont and my bills are pretty straightforward to understand apart from this query!! Can anyone shed some LIGHT on this (not funny)......
