Not familiar with the software it uses, but there are usually profiles. Sounds like you're using the "best quality" profile, which will be completely wasted on VHS content.
Are you copying direct from VHS through the K-world contraption to DVD?
If so, you're much better copying onto the hard drive first, but you might need to change to other software, assuming the K-world thing uses standard methods of video capture.
Best to capture using lossless compression, a codec like huffyuv or something similar. Then when you go to burn to DVD you can do a two-pass encode, and get the average bitrate down even more, letting you fit more onto a disc in equal quality.
Once it's on the hard drive you can crop off the noise you get around the edges, and maybe run some filters to get rid of noise etc. They say it's genetic, they say he can't help it, they say you can catch it - but sometimes you're born with it0
