Credit rating. White and black data

Hi everyone. I've been recently told by my bank that they do not update experian or the other companies unless
a) I have a missed payment
b) Opt in with a filled out form.
I've already read about opting in on this site. But I'm not sure what is considered black data or white data. Wouldn't the size of the credit available to me be updated so they can tell how much I can already have borrow. If that is the case then surely those companies have some information on me having a debt with my bank and my current limit. I have posted a question about my problem in a different thread, but it isn't really titled properly as this is a more general question about shared credit history (rather then the specific company mentioned in the thread). I would really appreciate help in this matter.

If you have other good payment profiles I would let it be.
If you have very little other positive profiles then I would opt in and get them to update the CRA's0
