Offshore cards reliable?

I'm in the market looking for an offshore debit-ATM card and i've found several links...but I kinda like this one; it's https://www.overseascard.net. Could you tell me if it's reliable anda good deal? :question:

That is not actually an offshore card (strictly speaking) it's a prepaid debit card, you will be able to use it wherever you see the visa sign. The are Mastercard versions out there too. Reliable? Not too sure about this one, but I know of peole that have applied and paid for the Mastercard and either NEVER received it or it arrived 6 months later.
Personally I think they are a massive rip off, they are charging you a fortune for what your bank can offer you for virtually nothing.
The ONLY benefit as far as I'm concerned is the fact that they will accept you no matter how bad your credit rating os.
