park home insurance

hi i hope im posting this in the right place!
my parents live in a park home and for the last 6 years have had to have the home and contents insurance with a company specified by the site owner,this they have just found out has recently been made illegal.they have found out that he was adding 100£ to the cost of the premium(x this by the other 50+ home owners) he has been making a tidy sum out of them.
is /was this a legal thing to do? is it too late for them to make a complaint?etc etc
any help would be very much appreciated.

Are they leasehold static homes0

they bought the home 6 years ago,pay ground rent etc and if they sell they have to pay the site owner 10% back,but i believe that is pretty usual.0
