CTC - want ex-H to confirm his income and seperation

My friend and her H have recently split. She is supporting their 3 children by herself at present as he refuses to give her any money. She's trying to sort out the children's tax credits and has been told that unless her ex-H phones them and confirms what his income was up until April and that they have separated, they won't renew her claim.
Does anyone know what her options are if he refuses to do so, which seems very likely?

She cannot continue to claim CTC with her partner if they are seperated.
She can call up to make sure they have ended her joint claim and pass her through to another adviser to start a single claim.
If he doesnt give TCO his income details they will BOTH be classed as being overpaid and will be chased to pay back any payments received since 6th April.0
