Have just got dd's amended statement and noticed for the first time it says complex needs funding, does anybody know what this means.

it's all about funding, basically it's about value for money and sharing the costs and responsibility, such as one council paying for transportion into another another councils areas etc, it hopefully will not have any effect but trying to get all these agencies to agree to pay is problematic
