I might get shot down for this but.....

Is the neighbours house a council house? If so, definately keep a diary and then you could contact the housing association/council and report the anti-social behaviour. They have a duty to investigate, and if you have evidence from cctv then all the better. If the kids are turned out of the house from such an early age unsupervised, maybe contact social services for advice?

Before anyone accuses me of being a snob, i live on a former council estate in a housing association house, we have a lot of problems with feral kids here as well. I know how !!!! it is to live with when the parents don't give a flying fook where their kids are or what they are doing. xx
