No it doesn't necessarily mean the winner has backed out - it's automatic - it's just there as an option for you IF the winning bidder backs out or if you have more of the same items and are happy to offer them as 2nd chance offers at the under bidders highest bids. You haven't done anything wrong!0

If its sold then its sold - can you give an item number?
It might mean eBay is telling you that you can offer it to someone else if you have another identical item or if this items sale does not go through.
Really need more details of what the email said...I eBay, you eBay, we eBay.... just do it!!!!!0 -

There was no e mail just an icon saying you have a second chance offer on this item, however if you do this ebay will take a percentage or something, I was so flummoxed I could not read it and take it in. The winner thing in the box says send invoice etc. Im soitem no. 6440822118. Do you think it could mean at the last minute someone bid higher?

No sweetie, the winner is the one who placed the high bid of £16.93 john6983000.
EBay has a system where by if the winner does not go through with the sale then you can click on the second chance offer icon and offer it to the person who lost out to your high bidder.
You can also use this if you have a second identical phone for sale.
You dont need to do anything unless the original winner does not complete the sale.
Its nothing to do with bidding higher - its just a way of eBay making it easier for you to sell your item.I eBay, you eBay, we eBay.... just do it!!!!!0 -
Second chance offers are great for identical items. I have certain things that I often get several of and just send second chance offers to all the underbidders and sell maybe three for the cost of one listing fee.
With second chance offers you do pay FVFs on each offer taken up as well as on the original one sold.

Thanks everybody for all your help. It was my first auction of six items. The second chance offer came up on three of them and I now understand what it all means. I just wasn't prepared for it!! Well three paid immediately (as I always do) and three I managed to send the invoice with no problems (so there is progress here).
When I went to my paypal account I think it meant someone had paid by credit card as I had to upgrade to premier? Then I went for the verification process, did it all, went to answer the phone (course I am using the old 60s phone) and the voice on the phone asked for the code number on the computer, which I could not see where I was, so rushed to look, came back and they had gone. Now I have to do it by post.

Try verifying again by phone as it let me have two attempts previously as for some reason my fingers keyed in entirely the wrong code the first time!
If you have to do it by post it may take too long and you may hit problems. Without the premier account you can't actually accept the payment so it might just be a risk to send the items without having the money 'safe'. As paypal require items to be posted in a timely fashion and allow a chargeback to be started from day 7 you might not be able to wait on posting for the time it takes to verify your premier account by post.
