Old Floor Advice please!

I've just lifted the carpet in the downstairs room of my 1950 semi. Where the alcove cupboards were the floor is lower by between a 1cm and 2cm to 'unsurfaced' concrete. The rest of the floor has had a level screed applied.
(Ive knocked the old mortar off the walls) and the level floor doesnt go all the way to the brick. where the hearth was I can see a 'fiberous matt' under the screed, it smells like tar.
I wonder if this is an old DPC?
Should I knock off the screed and put a plastic DPC and then a new screed ontop all the way to the edges of the floor? I dont want to have a damp room but I concerned about disturbing the old floor and not been able to replace myself!
help please!
