How To Open Savings Account, UK Citizen, Non-Resident.

Hello all,
Hope this is the right place for this and that someone can help.
Is it possible to open up a savings account in the UK without being a resident, but being a UK citizen? He has asked at a few branches, but most give conflicting advice.
The reason is that my Mom and Dad emigrated to South Africa 30 years ago and they both come over occasionally (usually not together) and with the exchange rate as high as it is, they want to open up a savings account here in the UK and keep any left over money after visiting instead of cashing it back into Rands.
To complicate matters he would want me to have signing authority on the account for when my Mom comes over without him. This confuses the bank's customer service even more...
Any advice?

My brother was an Australian citizen though UK born and lived in Australia - he opened a savings account with RBS and my mother was also able to operate it. Now I can't remember which way round it was... if it was HER account with him having a third party mandate or HIS acount with her having a third party mandate. Sorry. But this it is possible, somehow.0 -
