I apologise if this question has been asked to death but what is the best (free) program to play DVDs on a laptop?

You can install either of these free Codec packs:
Vista Codec Pack for Windows Media Player or
Klite Codec Pack either will allow you to watch all DVD movies in your windows media player or Media Player Classic in the case of Klite unless you select WMP as default player during install.0 -
