Atlantic/Southern used my debit card surely not allowed?

I left Atlantic/Southern a few months ago and have agreed a weekly sum to clear outstanding money. Giro's they sent me said pay off this amount then we'll send you a payment card for the rest. I made the first payment last week over the phone on their automated payment line with hubby's debit card and today looking at the online banking they've taken the same amount again. Its not a huge amount, and luckily there are funds in the bank to cover it but surely they can't just do this. No permission was given by my husband.
