I just saw a few ebay items of offering GUARANTEED CREDIT CARDs regardless of credit history???

No, that article is not for a guaranteed credit card regardless of credit rating.
I, too was curious about the eBay listings for a guaranteed credit card because as far as I know (and I have done some extensive research) there is no such thing. You may be offered a pre-paid Mastercard but this is NOT a credit card as the only funds available to you on this card are funds that you pre-load the card with yourself, so it's basically a debit card.
What you will get off of these eBayers is a LINK to a site called "Everything Financial" and you want to stay well clear of them, they are bandits, charging you a fortune for information that is freely available elsewhere (such as here).
The only info you will get from these eBayers is this:
They will inform you about Capital One's secured card, although this is not guaranteed as such, it is as good as, as it's very easy to get, as long as you have a deposit to spare (£49-£200) and are not bankrupt.
And Vanquis card (very high ineterst but again, easy to get).
I have PAID for (out of curiosity) 3 of these eBay listings and all three times I got the same info and that info is as I just told you above.
Although it only cost me £2.97 in total, save your money and post here, we can give you exactly the same info for FREE
