I'm not sure where MSE got their information from when they marked the card table with "NI Residents Only", as...
* You've asked for an application pack and been sent one.
* Niteflyer reported it was OK (due to their being two application processes) when you asked this question last Tuesday.
* There's no mention in the credit card T&C's, as you will have seen.
* Some UK resident posters on the stoozing website and Fool website forums have applied, and obtained the card from mainland UK. Others have been "targetted" directly with mailshots.
If your need for information really is as "Urgent!!!" as the title of your thread implies, then surely you need to be asking Ulster Bank?
I imagine you have these details in your information pack, but here they are again...

sorry if I seemed too desperate. The reason is that I am a bit concerned that there won't be time enough to apply + BT my balance from sainsbury's card.

I would suggest that the "residents of the U.K." means exactly that. N. I. is part of the U.K. which includes the mainland of Great Britain and Northern Ireland (look at the front of a passport). So if the bank declined I'd argue the geography with them.0
