Next door's wall - what will happen?

We share the back garden wall of our terraced house with our neighbours - but she rent from the worst landlord in the world for repairs! (The garage roof has failed and is pulling the next door one in, fence not repaired for 18 months etc.)

The trouble is, the garden wall is in a terribly unsafe state and we want to rebuild it so that it doesn't fall on our children. BUT if we just pull it down, it will undermine the remainder of next door's wall which could then fall on her children (as well as ours who play out with them)

So, we were thinking about writing to him to warn him it needed doing. We don't want to share a builder as we were given DIY vouchers as wedding presents, so were going to buy the materials and do the build ourselves. If he doesn't respond, where do we stand legally if his wall falls?
