Is Water4Gas a legit fuel saver?

Can anyone help me clarify if this site is legit or scam: http://www.water4gasdownloads.com. They claim that the water4gas system can double my gas mileage. I’m in a bad economic situation and I really need improve my fuel economy but I can’t afford to take any risks. Thanks for any help!
