Bad credit bank account help

I have a bad credit score due to owing money. I have been with halifax for 6 yrs. They refuse to give me a basic visa debit card, i dont want an overdaft, and not asking to borrow any money.
I have the visa electron and a lot of places are slowly not accepting them anymore, so i cant buy certain things on the net, ect.
Does anyone know of a bank / building soceity that may help me ? I just want a basic current acc, with an visa debit card.
I tried to get an acc with norwich and peterbrough, as i heard they sometimes help but they refused me.
any info much appreciated, as halifax only seem interested in charging me for going a few pence over, 5p and they charge me 28 quid. It makes me wonder they wont help me on purpose..
Any bank has to be better than halifax.

have you thought of using a prepaid debt card. I have one that is with maestro so I can use it online or in shops.
I think I pay though about 2% fee of each transaction but at least I don't incur any charges as it will only debit what you have topped up with.
I put money accross from post office or transfer from my bank account which is also minimum like yours due to my poor credit rating.
Its obviuosly not the answer you were hoping for, mjust a suggestion you might find useful until ou can get a better account.0 -
Lloyds TSB 'basic' classic account now comes with a visa debit card.
I opened up my account last month and got the visa debit card a few days later. At the time I had two defaults on my credit report, which have since dropped off but I was declined for their 'proper' current account.0
