Inducements to Buy

Is it me.. or are there a growing number of companies that offer an "Inducement to buy" or free gift, that then do dot deliver the "free" item.

I think we should start to compile a list.. I will start it with :

The Store Direct Free Kettle outstanding since August
Staple... Free Speakers.. (say no more)

Now before you all say anything. yes these are "free gifts".. but they are an inducement to buy.. they are the reasons I may select one company against another.. and if these inducements are successful the traders just claim "out of stock.. Sorry we can not deliver".. and they seem to keep getting away with it.. it must be against some law/regulations... how can they keep doing this...
