Turkey in Europe?

Hi all,
Just looking for some help please. I am off on a cruise next year and need to get some travel insurance. Cruise goes to Greece, Croatia, Italy and Turkey. Does European cover include Turkey? As they are not in the EU yet, I am having doubts. Or am I confusing EU membership and Europe?
Any advice much appreciated.
