Changing Management Company

(Not sure where I sould post this one)
I am a private occupier of in an apartment block upon an estate. The Council owns the freehold of the whole estate. A management company is in place to service the estate - provide caretaker, maintenance, insurance etc.
The residents are not happy with the management company and would like to change, however, we are not sure how to do so. (Just as a background, the management company are unresponsive, do not provide good services, do not maintin the estate to a good enough standard, and most importnantly have managed to create a £50,000 hole in the cyclical painting fund for painting which was not completed, that which was carried out was not done very well and yet it was paid for in full. The window frames are now begin rotting and double glazing units are starting to fail - humph!)
We are aware that if we get 50% of residents to vote we may be able to do something, but getting people motivated, plus having a number of non-resident multi-property landlords with no way of contacting them will be difficult.
I've heard a rumour that the Council may be able to assist us. I've contatcted the Council, but have not yet found anyobody who knows what I am talking about or that can help!!!

Visit your local citizens advice office and they will tell you exactly who has to do what and how to get the council to do what they are supposed to do,they hold the freehold and are not doing the job properly and overseeing the management company.

This is a complicated subject but you do have legal rights. In particular, you can apply to a Leasehold Valuation Tribual for help.
