Advice Urgently needed - re boundary work

Terraced house situation. Back garden construction next door- patio and decking. all this has happened over the last two days.

Our neighbour has, with no warning or consultation, moved half the soil in their garden to that where steps once went up from the end of our house to their garden, these are now covered over. He's extended his garden to now be AGAINST out back shared wall, and has piled earth and placed stone paving and slabs and decking against our wall. The result is that where we once had a clear area around our back extension, it's all piled up against one corner.

This breaches out damp-proof course.

Am I right to think I can insist it's removed - and immediately?
What if he won't?

These things are difficult, having read your complaint it would be nice to see some pics, before (perhaps from a few yrs ago) to what exactly has happened now and just by how much. At the moment it reads like some of his soil is on your garden steps and in in another place on his side, the damp proof course has been breached.

Party wall legislation is what you need to google. Try this http://www.communities.gov.uk/publications/planningandbuilding/partywall
After the uprising of the 17th June The Secretary of the Writers Union
Had leaflets distributed in the Stalinallee Stating that the people
Had forfeited the confidence of the government And could win it back only
By redoubled efforts. Would it not be easier In that case for the government
    To dissolve the people
    And elect another?

Where, on his side, steps once went up to his garden, he's filled all that in with earth, and brought it back towards our house, so that theres now a solid earth and stone wall against our back side wall - with about 2 long by 2 feet high over our damp-proof course.
