If I add a waterproofer to an external render is it okay
if I apply it across the dpc ?

The correct way to finish external render at dpc level is to use Bellcast beading.
This will form a stop bead & drip.

Although considered not good practice, its perfectly ok to sand & cement render across the dpc.
