You are covered for theft- they will pay out for the car in the end. Why do you think they dont cover for theft?

What does the policy document say exactly?

    Lloyds TSB says:

    Courtesy Car following a Claim

Following a claim under Section B or Section C, if Your Car is repaired by an Approved Repairer, they will provide You with a car whilst Your own is being repaired.

Section B is Damage, and Section C is Theft.

FC, the car that was stolen is covered, but the OP is complaining that he didn't get a courtesy car/hire car after the car was stolen because it had not been recovered.
