Ulster Bank - Can I apply?

Hi,
On MSE it says that Ulster card is only for NI residents, however I've asked an application form, which arrived today by post, and reading it upside down/inside out I could not find info saying that UK residents aren't allowed to apply nor at the website.
Does anyone have better info???

As far as I know (I could be wronge here) but they have 2 seperate application processes, one for NI residents and one for the rest of us.
I also checked their website and found no info on this but I seem to remember reading this somewhere before when I checked them out.
