water is more likely to have damaged the top surface than made the floor bow.
It's more likely to be an expansion gap or an uneven piece of floor.
If you can see specifically where it's bowing from, the best bet is to carefully pull the skirting off and see whether there's a gap between the wall. If not, as has been mentioned above, chisel a bit off, and see how that goes. Leave the skirting off until you're happy.
The green fibre underlay can distort when wet, but the water needs to get through the board (or expansion gap) in the first place. You'd be likely to see a damaged board if that was the case though.0
